SOAR BAKERFIELD PUBLIC DRAFT

The public comment period closed on November 15, 2025, but the SOAR Bakersfield Public Draft is still available for review.

ABOUT THE PROJECT

The City is preparing SOAR (Sustainable Opportunities Advancing Resilience) Bakersfield to strengthen the city's future. Through innovative planning and community collaboration, this plan will address climate challenges while creating new opportunities for economic growth and community development.

The plan will identify opportunities that deliver direct benefits such as cleaner air, better public health, reduced energy costs, new job opportunities in growing industries, and resilience to climate impacts. SOAR Bakersfield intends to prioritize the well-being of all Bakersfield communities, while also focusing on supporting those facing disproportionate environmental and economic challenges.

The City is developing SOAR Bakersfield with support from the U.S. Environmental Protection Agency's (EPA) Climate Pollution Reduction Grant (CPRG) program. This funding enables the City to explore climate planning strategies that align with local needs and priorities without committing to specific targets or metrics. The process provides an opportunity to explore sustainable and resilient approaches that support communities.

COMMUNITY ENGAGEMENT

The City of Bakersfield is committed to ensuring SOAR Bakersfield reflects the diverse perspectives of all residents through a comprehensive planning process. Community input will shape the plan through workshops, virtual engagement opportunities, and in-person community workshops.
